While it is located in a excellent, livable place, Niteroi just isn't experiencing the economic explosion of hotels and shopping malls that can be found in other locations such as Barra da Tijuca. Though it can be reiterated that it is still a nice low-cost place to live. It won't automatically be the life that you would experience in Copacabana and Ipanema, but you could certainly visit those areas on the weekend.
